Margaret A. Browning 1950-1997

A prominent labor lawyer who had served as a member of the National Labor Relations Board since the beginning of the Clinton Administration. Her cause of death was cancer. ''Until the very end,'' said Fred Feinstein, the agency's general counsel, ''she insisted in getting out the cases, making the right decisions and assuring the faithful and effective implementation of the law.''  President Clinton and his wife, Hillary, said in a statement, ''Peggy contributed greatly to constructive and harmonious labor relations.'' Born in Nashville, Ms. Browning was a founding partner of the Philadelphia law firm of Spear, Wilderman, Borish, Endy, Browning & Spear, representing labor unions.
